Borough Manager's Office

The Borough of Carlisle operates under a Home Rule Charter with a “Council-Manager” form of government. Under this form, Borough Council appoints a full-time professional municipal manager to oversee the day-to-day operations of the Borough. The Manager serves solely at the pleasure of the Council and may be removed at any time by a majority vote of all its members.

The Manager’s office consists of five staff, including the Borough Manager, Assistant Manager, Human Resources/ Risk Manager, Borough Secretary and Public Information Coordinator. Their primary responsibility is to oversee the operation of all Borough departments, Those departments under the Manager’s authority include public works, engineering, planning, zoning, code enforcement, water plant, sewer plant, treatment plants laboratory, parks and recreation, emergency management, solid waste and recycling, police department and finance. The Borough Manager has hiring, supervision, and firing authority over all non-uniform and uniform employees in these respective departments. The Manager also has ultimate responsibility for the finances of all departments.

The Manager’s office maintains and retains all vital Borough records including Council meeting minutes, ordinance and resolution adoptions, agreements, leases, mortgages, etc. As Council’s appointed administrator, the Manager prepares Council agendas, makes recommendations to Council on issues for their consideration, provides them with information to assist in their duties, prepares an annual budget, implements all policies developed by Council, and acts as Council’s representative to the public at various times. The Manager’s office also directly oversees the Borough’s Community Development Block Grant program (CDBG).

The Borough Solicitor provides legal representation and advice in many diverse areas to the Mayor, members of Borough Council, the Borough Manager, and department heads. The Solicitor’s work involves a full range of legal services, from complex legal research to drafting, reviewing, and preparing ordinances and other municipal documents.

The Borough Manager and Assistant Manager sit on various boards throughout the community. These boards include the Carlisle Area Health and Wellness Foundation, Downtown Carlisle Association, College Community Connections Committee, Cumberland County Homeless Task Force, Cumberland County Regional Planning Task Force, etc.
