In 2024, the Borough of Carlisle upgraded its downtown metered parking system by replacing nearly 630 refurbished single-space smart parking meters with approximately 56 new solar-powered parking kiosks.
There are approximately four kiosks per block, with two on each side of the street in the short-term parking zones. Kiosks are also placed in the Borough parking lots to replace existing short-term (silver) meters.
The Pay by Plate system replaces the current silver metered parking system and provides flexible payment options.
You can use any kiosk you like!
It does not have to be the one closest to your parked car.
You can find parking kiosks on each block in our downtown. Kiosks are also located in Borough parking lots.
You’ll need your license plate number so write it down or take a picture!
Step 1: Press the Green Start Button.
Step 2: Tap “Pay by Coin” on the screen.
Step 3: Enter your license plate number when prompted.
Step 4. Insert coins until desired time is reached.
Step 5: Tap “Finish” and you’re all set!
**The kiosks accept nickels, dimes, and quarters.**

Step 5: Use the + and - to select your desired parking duration (1 hour min.)

Text-to-Pay is a quick and easy way to pay for parking - no app or account required!
Step 1: Text PARKCAR1 to 727563 and click on the link you receive.
Step 2: Enter your license plate number.
Step 3 (Optional): Enter your cell phone number to receive a receipt and reminders about your parking time.
Step 4: Tap “Start” and enter the amount of time (1 hour min./2 hours max).
Step 5: Tap “Buy More Time” and enter your payment information.
Step 6: Tap “Perform Payment” and you’re all set!
Download the ParkMobile App from the Apple or Google Play Store.
Step 1: Open the app.
Step 2: Login or create a new account.
Step 3: Select “Search”, and a list of nearby parking zones will appear. The zone number for your location is displayed on the parking signs, kiosks, and meters.
Step 4: Select the zone you are parking in and set your parking time.
Step 5: Hit the green “Continue” button at the bottom of the screen.
Step 6: Tap “Confirm”.
Paying by Coin:
- $.05= 4 minutes
- $.10 = 8 minutes
- $.15 = 12 minutes
- $.35 = 28 minutes
- $.75 = 1 hour
Paying by Credit Card:
- $1.15/hour
- One-hour minimum
Paying by Text or Flowbird App:
- $1.15/hour
- One-hour minimum
- $0.35 vendor processing fee per transaction
Parking Enforcement Hours
- Monday - Friday
- 8:00 a.m. - 4:00 p.m.
Parking is free on weekends and Borough Holidays.
